All Terrain Vehicles and Off Road Motorcycles

All terrain vehicles (ATV's), utility vehicles and off-road motorcycles (ROM's) are required to be titled and registered. Please note the dates an which those requirements become effective under each vehicle type below.


ATV's/ORM's: Title/Registration required for new purchases or changes of ownership on or after 7/1/05. Agricultural permit holders exempt from requirement until 7/1/08.


Utility Vehicles: Title/Registration required for new purchases or changes of ownership on or after 7/1/08.

For this purpose, (as of 7/1/08) ATV's are defined as:

A vehicle powered by an internal combustion engine manufactured and used exclusively for off-highway use, traveling on four or more lowpressure tires and having a seat designed to be straddled by the operator and handlebars for steering.


Utility Vehicles are defined as:


A vehicle powered by an internal combustion engine, manufactured and used exclusively fir off-highway use, equipped with seating for two or more people and a steering wheel, traveling on four or more wheels.

ORM's are defined as:

A motorcycle used exclusively off roads or highways of this state.

Excise Tax

The excise tax rate on new and used ATV's and ORM's is 4.5% of the actual purchase price.
Minimum of $5.00.

Standard excise tax exemptions apply, along with an exemption for holders of agricultural exemption permits (SMX).

Liens

Lien filing procedures, in most cases, are the same as vehicle lien filings.

Registration fee

$11.00 assessed one time per new owner.
