All tobacco manufacturers, cigarette brands, and tobacco product brands whose names do not appear in the "List of Certified Tobacco Manufacturers Approved for Sale in 2008", which may be accessed via the link below, are non-compliant manufacturers, non-compliant cigarette brands and non-compliant tobacco product brands, because the manufacturers have not fully complied with the requirements of 37 O.S. §§ 600.21 through 600.23.
